A fresh chapter is underway for the organisation helping power community life across North Wales, as a new Chief Officer takes the helm with a focus on connection, collaboration and impact beyond local boundaries.
Janine Downing has been appointed to lead Denbighshire Voluntary Services Council (DVSC), bringing more than 16 years of third sector experience and a track record of working across regional and national networks.
Speaking about her appointment, Janine said she was proud to take on this key position and build on work already underway across the county.
“I’m incredibly proud, DVSC is an amazing organisation that does so much to support community groups, charities and volunteers in Denbighshire,” she said.
“We already have a committed and passionate team here, and I’m excited to build on the strong foundations already in place.”
From its base in Ruthin, DVSC plays a key role not just locally but as part of a wider ecosystem of support organisations across Wales—linking charities, social enterprises and volunteer groups with funding, training and partnership opportunities that often stretch beyond county lines.
Janine brings significant experience from her time with Wales Council for Voluntary Action (WCVA), where she held senior roles delivering national programmes and working closely with County Voluntary Councils and partners across Wales to strengthen the voluntary sector.
Looking ahead, she says her focus will be on deepening relationships and ensuring organisations—whether hyper-local or operating across borders—can access the support they need to grow and collaborate.
“My priority is making sure we are providing what the sector needs to be able to flourish,” said Janine.
“I will be making sure I am out meeting charities and community groups to hear directly from them to understand their needs. Anyone can get in touch – we are here for you.”
DVSC operates within a broad partnership landscape, working with local charities, community networks and volunteer groups, as well as public sector partners including Denbighshire County Council, Betsi Cadwaladr University Health Board and WCVA—connections that help align local priorities with regional and national strategies.
Janine succeeds outgoing Chief Officer Tom Barham, who has led DVSC since 2021 and guided the voluntary sector through the challenges of post-pandemic recovery.
During his tenure, Tom played a key role in initiatives including the £2 million Denbighshire Key Fund, projects tackling social isolation, and wider community regeneration—work that contributed to strengthening resilience across communities.
He has also been a strong voice for the voluntary sector locally and played an important role in wider partnership work.
Reflecting on the transition, Tom said: “Janine has an outstanding track record as a strong voice for the third sector. She brings a wealth of experience, knowledge and passion for community work, and I have no doubt she will lead the team with energy and vision. I wish her every success in the role.”
With both local roots and a regional outlook, Janine said she is keen to build on DVSC’s momentum and ensure it continues to champion communities and voluntary organisations into the future.
“Tom has done an incredible job over the past five years and leaves very big shoes to fill,” she said.
“I hope to continue the great work he has led and ensure DVSC continues to be a strong champion for the voluntary sector in Denbighshire.”
