Q-t-Ex Inc. today announced the implementation of a Special Purpose Vehicle (SPV)-based transaction framework as part of its compliance-first strategy to facilitate structured B2B transactions between the United States and Venezuela.
The company also confirmed the appointment of Pedro C. Da Silva, Co-Founder of Q-T-Ex, as Chief Executive Officer. Priamo Renier will continue to serve as Chairman of the Board.
Q-T-Ex, a Delaware-based fintech infrastructure company operating exclusively in the B2B segment, is focused on building institutional-grade transaction architecture designed for complex regulatory environments.
In response to evolving geopolitical dynamics and updated U.S. regulatory frameworks — including recent general licenses issued by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) — the company is strengthening its operational perimeter through transaction-specific SPVs.
Under this model:
•Each cross-border investment or transaction may be structured through a legally segregated SPV
•Risk exposure is isolated on a per-transaction basis
•Governance, documentation, and compliance oversight are maintained independently
•Full AML, KYC, and monitoring protocols apply at the SPV level
