Despite the 2025 introduction of 20% VAT on school fees, the paper reveals that demand for elite “Big Seven” institutions remains inelastic. Notably, Chinese student enrollment has risen by 7.5%, signaling a “return to quality” where families prioritize long-term academic ROI over short-term costs.
The 2026 white paper introduces a forensic approach to school selection, moving beyond reputation to focus on “Value-Add” scores—a metric calculating actual academic progress from entry to A-Level. This data-driven shift is necessitated by the rise of adaptive AI assessments, such as the ISEB and CAT4, which identify fluid intelligence over rote memorization. The report warns that traditional “question-drilling” often leads to a performance plateau, failing to meet the “cognitive profiles” now required by top-tier schools.
A critical finding involves the “language bottleneck.” The research distinguishes between Basic Interpersonal Communicative Skills (BICS) and Cognitive Academic Language Proficiency (CALP). Many international students possess social fluency but lack the deep academic mastery required for the rigorous GCSE and A-Level curricula.
