SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 144.25 to inform stakeholders that the European Union intends to restrict 2,4-Dinitrotoluene (2,4-DNT) in articles under Annex XVII of Regulation (EC) No. 1907/2006 ‘Registration, Evaluation, Authorization and Restriction of Chemicals’ (REACH).

2,4-DNT is used in a variety of products, including automotive airbags, plastic industry sample bottles and propellants for military and civilian small-arms ammunition. It is classified as carcinogenic category 1B under Regulation (EC) No. 1272/2008 on classification, labeling and packaging of substances and mixtures (CLP Regulation) and included in Candidate List of substances of very high concern (SVHC) for authorization and restricted as a substance or constituent of substances/mixtures under entry 28 to Annex XVII of REACH.

The WTO circulated the draft regulation on September 15, 2025.
