Gogetop Marketing, a London-based cross-border marketing and communications agency, has released a new briefing highlighting the speed at which generative AI is moving into China’s education sector, following a series of official policy and platform updates since 2025. In April last year, China’s Ministry of Education and eight other departments issued a national policy on accelerating education digitalisation, calling for deeper integration of artificial intelligence into teaching, research and education governance. On 31 March this year, the Ministry of Education also launched a new version of the National Smart Education Public Service Platform, adding new centres and further AI-enabled data and governance functions.
The briefing says the policy push is being reinforced by rapid user adoption. Official reporting based on CNNIC data said China had 602 million generative AI users by the end of 2025, up 141.7 percent from the end of 2024, with penetration reaching 42.8 percent. The same official reporting said China had more than 6,000 AI enterprises, core AI industry output expected to exceed 1.2 trillion yuan, and intelligent computing capacity above 1,590 EFLOPS in 2025.
Education-specific adoption is also accelerating. A 2026 iResearch industry report estimated China’s GenAI+education market would reach about 344.2 billion yuan in 2025 and grow to 891 billion yuan by 2028, implying a compound annual growth rate of roughly 37 percent. The same report estimated GenAI-related projects accounted for about 27 percent of informationisation procurement in ordinary universities, 35 percent in vocational colleges and 46 percent in local education authority and K-12 procurement samples.
China’s national smart education infrastructure is also expanding. Education Ministry figures released at the end of 2025 said the National Smart Education Public Service Platform had surpassed 178 million users, with cumulative visits exceeding 72.6 billion, covering more than 200 countries and regions.
“China’s education market is no longer just testing AI tools at the margins,” said Ann Zhu, spokesperson for Gogetop Marketing. “The combination of policy direction, user adoption and school-side procurement suggests GenAI is moving into mainstream education infrastructure.”
